Ishtaran judges. He is the god of Der, a city sitting on the frontier between Mesopotamia and Elam, and it is not an accident that a border town's god should be the one gods and men call on to settle a dispute — he is invoked in the Lagash-Umma boundary quarrel, which is the oldest documented interstate lawsuit we have. His sukkal is named Qudmu. Like several of the frontier gods his character blurred over time, but the association with justice is constant.
