Concordia

Concordia is agreement between citizens, and the history of her temple is the history of Rome failing to have any. The shrine was vowed by Cn. Flavius in 304 BCE, and the temple in the Forum was rebuilt again and again, each time in the aftermath of a civil crisis — after the Gracchi, after Sulla, under Tiberius. A goddess who has to be rebuilt that often is a goddess whose city keeps needing her.
