He and his wife are a pair of names that mean foot and hand, which is either a very old formula for a whole person split in two or an affectionate way of saying an old couple who stroke a child's feet and hands. The Kojiki gives them the only piece of practical work in the episode: seven brewings of sake and a palisade, built to a specification, by two people who have lost seven children.
