Princess Iron Fan

She is a demon who runs an irrigation scheme. The people under the mountain petition her once a decade, she grants it, and they farm — which makes her functionally a local deity with a cult and a schedule, and makes the pilgrims' theft of her fan a considerably more ambiguous act than the novel's genre would suggest. Her grievance against them is also entirely reasonable: they had her son taken away.
