He is the plot. Sigurd does not seek out the dragon: a foster-father with a grievance about an inheritance arranges the whole thing, forges the weapon, and is killed by the boy immediately afterwards when the dragon's blood lets Sigurd understand the birds, who tell him what Regin intends. That the registry held the foster-son and not the man who raised him is the shape of the omission this batch is mostly about.
